What is the Law on Electronic Consignment Notes?

In Serbia, the Law on Electronic Goods Delivery Notes (e-otpremnica) requires movements of goods to be recorded and exchanged via a state system. It was published in the Official Gazette RS No. 94/2024 on 28 Nov 2024 and entered into force on 6 Dec 2024. Application is phased: from 1 Jan 2026 for public sector flows and for excisable goods (including tobacco), then from 1 Oct 2027 for broader private-to-private movements.
Under the Excise Law amendments, tobacco operators must scan production/aggregate codes and submit data to e-Akcize at manufacture and every receipt point from 1 Oct 2025.

Risks and Penalties for Non-Compliance

  • Responsible person in a company: RSD 50,000–150,000
 
  • Entrepreneurs / carriers: RSD 50,000–500,000
 
  • Fixed fine (inspection): RSD 300,000 if inspection is obstructed or a non-authentic e-delivery note is presented (with RSD 50,000 for the responsible person, RSD 150,000 for an entrepreneur).
