Building Trust and Transparency in Serbia’s Tobacco Supply Chain
Serbia has implemented a national Track & Trace (T&T) system for tobacco products through the eExcise (eAkcize) platform, administered by the Ministry of Finance. While inspired by international obligations under the WHO Framework Convention on Tobacco Control (FCTC), the Serbian system is a domestic implementation and does not connect to the EU-level T&T repository. The Serbian Track & Trace system is designed to combat illicit trade and counterfeit tobacco products, ensure compliance with excise tax regulations, and provide full transparency and accountability across the supply chain — from production to retail distribution.

Under the Law on Amendments to the Excise Law (OG RS No. 75/2023), Serbia has introduced mandatory digitalization for the tobacco industry. All participants, from producers to retailers, must implement end-to-end systems for unit-pack level traceability.
Compliance Timeline & Deadlines
The transition to the new excise system is currently in progress. While the traceability obligation became mandatory on October 1, 2025, a six-month grace period is active until March 31, 2026. This window allows businesses to finalize their technical integrations.
Risks and Penalties for Non-Compliance
Non-compliance with this law carries significant financial consequences for your business:
•Legal entities: RSD 200,000–2,000,000 (violation-dependent)
•Responsible person in a company: RSD 50,000–150,000
•Entrepreneurs / carriers: RSD 50,000–500,000
•Fixed fine (inspection): RSD 300,000 if inspection is obstructed or a non-authentic e-delivery note is presented (with RSD 50,000 for the responsible person, RSD 150,000 for an entrepreneur).
Repeat offenses may attract stricter treatment under Serbia’s Law on Misdemeanours, but the uplift depends on the case; the ranges above are the explicit amounts set for e-otpremnica violations.
